Ticket To Ride: A Handy Reminder About CicLAvia 4/10/11

What are you doing this Sunday?

In the wake of the recent BPIT meetings, we’ve posted a lot on what the plans for 7th Street may be. However, possibly the best way to go about thinking about what it would be like is to experience it for yourself in a safe environment in a couple of weeks. As you can see below, the route covers most of the proposed project boundaries.

For those of you who were unable to join the CicLAvia team last time (check the link for some great photos and a taste of what to expect), the event seeks to “make the streets safe for people to walk, skate, play and ride a bike.” With a reported 100,000 people participating, efforts aim to repeat that success and further show the possibilities of using streets as public space. This includes thinking about the streets as accessible space with the potential for uses beyond whats current, raising awareness about how we have become accustomed to using the streets and how we would like to use them in the future.

There are going to be a variety of feeder rides that will be leading groups to the event (Click here for the list, courtesy of Ciclavia). KPCC also writes about some of the things they are looking forward to here (they also have a link to The Source blog for Metro reroutes). Highlights include the Mayor and Lance Armstrong opening the festivities in Little Tokyo at 9:30 AM, 1000bikes.org’s repair/support booth, Food Forward’s Grapefruit harvesting and giveaway and DODGEBALL (and I’m sure much more craziness that I can’t fit on this blog post, bu you’ll hear about through the links).

LADOT Bike Program is going to be pulling our bike trailer (or, as we like to call it, “the mobile bike program booth”) during the ride with all kinds of little giveaways and to assist with any errant flat tires. Keep an eye out for any of our Bicycle Coordinators and say “Hi” if you get a chance. I’m sure there’s a patch kit, ankle strap, LADOT pencil, pin, or postcard in it for you. Just look for the trailer:

We hope to you see as many bike lovers out there as possible to support this great event. It really is the opportunity to show increasing support for bicycle culture as well as getting a feel for future possibilities.

Interview with New BAC Chair Jay Slater

I had the great pleasure last week of getting to speak with Jay Slater, the newly elected Chair of the Los Angeles Bicycle Advisory Committee (BAC).  In February, during the BAC’s previous meeting, the BAC held their bi-annual election and voted in Jay as their new Chair.

The BAC has their next meeting this coming Tuesday night, at 7 PM, at Hollywood City Hall.  As always, BAC meetings are open to the public.  You can read the BAC agenda here, as well as the Bike Program and Bikeways Engineering reports submitted to the BAC.

In the speech he gave prior to the election, Jay emphasized the shortcomings of the BAC in years past and proposed a model of what the BAC needs to become in the future.  Below the fold Jay and I discuss what he plans for the BAC, the importance of getting the new adopted LA Bike Plan done right, his campaign to create a BAC liaison program, and his efforts to raise the profile of the BAC and their online visibility.

Two Can’t-Miss Meetings for LA’s Bike Community this Week

There was much hoopla last week over the adoption LA’s ambitious and visionary bike plan.  Now it’s time to take that momentum and use it towards getting work done today for the benefit of all LA’s bicyclists.  Two events this week should be of especial interest to the bicycle community: The BAC Planning Subcommittee meets Tuesday afternoon and the City Council Transportation Committee meets Wednesday to discuss the bicyclist Anti-Harassment Ordinance.

“A Bike Love-in”: Villaraigosa Commemorates Adoption of New LA Bike Plan

It was a festival atmosphere at City Hall this morning as bicyclists from all over the City pedaled in to celebrate a new era for Los Angeles. As we’re sure you’ve heard, the Draft LA Bike Plan is “draft” no longer; the Bike Plan came before City Council yesterday and was unanimously adopted into the City’s General Plan.  Today was the celebration.  Check out all our photos from today on flickr or our facebook page.

Bike Plan, BPIT, CicLAvia; Get Ready for March 1st

On March 1st 1936, the Hoover Dam was completed on the Colorado River, becoming one of the largest public works ever built.  On March 1st 2011, the LA City Council will be asked to adopt the draft LA Bike Plan into the Transportation Element of the City’s General Plan.  No less momentous an occasion! … kinda.

The City Council convenes at 9:30 in the morning and a number of other bike-related meetings are scheduled afterward throughout the day. If you so desire, you could keep yourself busy all day Tuesday with various bike meetings.  We’ve already got our scheduled fully blocked out.

Mayor’s Recommendations go To Metro Committee Tomorrow

(Ed. Note:  LADOT Bike Blog is not versed in the intricacies of Metro – heck, even some LADOT procedures are new to us – and thus mis-characterized the purpose of tomorrow’s meeting.  Our sincerest apologies to the folks at Metro.)

Short notice, we know, but you should probably know about Metro’s Executive Management & Audit Committee meeting taking place tomorrow morning at 9AM.  Among other agenda items (you can read the agenda here, h/t to the Bike Metro Facebook Page), the committee is being asked to “receive and file actions being taken to respond to the September board directive on Metro’s Bicycle Policies and Program”.  Born out of the Mayor’s Bike Summit this summer, the “actions” referenced above make up 10 requested initiatives, both short-term and long-term, to make Metro more bicycle friendly.

The initiatives come in a 10 item matrix, consisting of:

  1. Recommend increased bicycle funding in Metro’s 2011 Call For Projects (tentatively increasing the bicycle modal category from 7% to 15%, pending MTA board approval).
  2. Develop a phased plan to install triple racks on all MTA buses
  3. Develop a cost estimate, implementation schedule, and funding sources to retrofit subway and light rail  cars for bicycles
  4. Propose a revised Customer Code of Conduct to be more bicycle friendly and create a “how to ride metro” document for large package, bicycles, strollers, etc.
  5. Identify the feasibility of adding bike racks to MTA vanpool vehicles
  6. Provide estimated costs and potential funding sources to install improved way-finding signage at all Metro stations
  7. Include bicycle mode messages in all Metro marketing materials and provide updates on Metro’s Bicycle Safety Advertising Campaign
  8. Work with LA County Sheriff to track bicycle theft and crime at all Metro stations and suggest safety improvements
  9. Include ramp designs for stairs at all new Metro stations so bicyclists can wheel their bikes up the stairs; and
  10. Incorporate robust bicycle facilities in all new transit project designs to facilitate first/last mile transit access

Also on the docket is the property swap at the Hollywood & Vine Metro station that will allow for the construction of a new bike station.  The action item is meant to:

  • “Approve transfer of $92,105 in one-time payment from Hollywood-Vine Hotel Developer to the bicycle parking program for future implementation of the Hollywood-Vine Bike Room Demonstration Project.”

To Be Continued…

Today, the Planning Commission voted 6-0 to continue their hearing on the 2010 draft LA Bike Plan until December 16th.  In a marathon session, with the Bike Plan alone taking up nearly 4 hours, the LA bicycling community still managed to turn out a large and vocal contingent to make their views heard.  Many different opinions were voiced and much ground was covered.

Topics ranged from EIR standards to the Backbone Network to the 5 Year Funding Strategy to Bicycle Friendly Streets to the culture of City departments to mountain bikes in City parks to the Cyclists’ Bill of Rights to staffing and documentation concerns; discussion covered the variegated landscape of what LA’s bicyclists hold most dear.

While the commissioners were generally positive about the Bike Plan (in closing statements, the audience was told “[it’s] a plan we like very much” and “we’re almost there”), they voted to continue the hearing on the plan until December 16th.  In the meantime, staff will work out the specifics of recent amendments and the Planning Commission will form a sub-committee to work with City staff to make sure their concerns are addressed prior to the next Planning Commission meeting.  A lot of the speakers voiced very valid concerns, and we’re glad that staff is going to be able to better address them before the next meeting of the Planning Commission.  The end result of the Planning Commission meeting is that we’ll have a better bike plan when this process is all over, and it’s hard to take issue with that.

Scoping 4th Street

On the morning of Wednesday, October 27th, representatives from the LADOT Bike Program and the LACBC, a reporter for the Larchmont Chronicle, Heidi Sickler from Mayor Villaraigosa’s office, and Carolyn Ramsay from CD 4 Council Member Tom LaBonge’s office gathered together at Shatto Park to take a bike ride.  You can be sure that LADOT Bike Blog was in attendance as well.  You can read the LACBC’s take on the ride here.

A leisurely morning bike ride through Koreatown may not seem like an earth shattering event, but the reason they all came together marks the beginning of a new type of bicycling infrastructure in Los Angeles.  The group that assembled that morning was there to do the preliminary scoping for all the possible treatments for a Bicycle Friendly Street (BFS) along 4th Street, otherwise known as the 4th Street Bicycle Boulevard.
